BDP was appointed in January 2018 to lead a revised outline planning application for the Jersey Future Hospital, a £460m replacement for the existing general hospital, and the biggest development project and planning application the island has seen.

In Jersey, a separate legal jurisdiction to the UK, applications of potential importance to the island as a whole are referred to Public Inquiry during the determination process. Our appointment followed the refusal of a previous scheme on grounds of excessive height, impact on townscape, heritage and neighbouring amenity.  Working to a tight timescale, we advised on the development of a scheme that sought to moderate and resolve the reasons for refusal, and co-ordinated a revised outline planning application for submission in April 2018.

BDP acted as Expert Planning Witness at the Public Inquiry, and played a lead role in shaping the inquiry strategy, as well as co-ordinating the case, evidence and testimony of all witnesses across a range of topics.  Engagement with the States of Jersey planning officers and the political stakeholder group was fundamental to producing a proposal that secured officers’ buy-in and overturned previous objections to the scheme.
