A bold and visionary masterplan, that will have lasting economic and environmental impact. OHGISHIMA 2050 represents a significant step in redefining industrial regeneration, integrating sustainability with enterprise to create a world-class innovation district.



We have been appointed to support the transformation of JFE Group’s East Japan Works (Keihin District) into a pioneering mixed-use innovation and enterprise district. Through the OHGISHIMA 2050 initiative, JFE, one of Japan’s leading steelmakers, aims to repurpose the 222-hectare former steelworks site into a hub for sustainable industry, next-generation urban transport, and enhanced disaster resilience, contributing to national priorities and economic growth for the next century.
In collaboration with Nippon Koei Urban Space, we have developed a conceptual masterplan that reflects JFE’s ambition to create a forward-looking district. The masterplan proposes a structured land-use strategy designed to integrate cutting-edge technologies, carbon-free energy infrastructure, and innovation-led industries.

At the heart of the plan is a phased approach that begins with the Lead Area, which will drive early advancements in logistics and the implementation of carbon-free hydrogen energy supply infrastructure. Adjacent to this, the Co-Creation Area will serve as a dynamic hub where government bodies and private-sector partners collaborate to accelerate technological innovation. Next-Generation Industrial & Mixed-Use Development Zones will provide space for pioneering enterprises, creating a landscape of sustainable industry and progressive urban living.
The Ohgishima site’s strategic location, situated along Tokyo Bay with direct access to Haneda Airport via the Metropolitan Expressway Bayshore Route, positions it as a key driver for industrial and environmental transformation in Greater Tokyo.
