The value of the awkward building

As cities accommodate new homes, workplaces, cultural venues and infrastructure, regeneration increasingly takes place alongside buildings and structures that pre-date the development around them. Some are formally protected as listed buildings; others have no statutory designation but retain architectural, cultural or social significance.

We know these buildings need to be retained but the challenge is how to give them a meaningful role within a new future. 

This raises a broader question for large-scale regeneration: how can we retain the character and memory of a place while accommodating the scale of change that contemporary development requires?

The Grade II listed Hydraulic Engine House at Bramley-Moore Dock in Liverpool provides one example. Dating from 1883, it is one of the last tangible survivors of the dock's industrial past. The building once supplied hydraulic power to dock machinery and formed part of a wider industrial system associated with the movement of coal through Liverpool's northern docks. Today, it sits within the redevelopment for Everton Football Club's new Hill Dickinson Stadium. 

Rather than treating the Engine House as an awkward, isolated historic object, the project integrates it into the new stadium precinct. The building has been repaired and secured, while a proposed new use as an exhibition space and café brings it back into everyday life. The majority of its original features have been retained, allowing the building's material character and industrial history to remain legible alongside the scale and ambition of the new development.

From preservation to adaptation

Successful heritage-led regeneration requires more than retaining a façade or maintaining a building as a static artefact. Historic structures need uses that can sustain them into the future. 

At Bramley-Moore, relatively limited interventions have enabled the Engine House to accommodate contemporary visitor requirements. New entrances and internal connections improve circulation, while restored and new windows bring daylight into previously unused spaces. A new external brick skin protects damaged fabric, and a planted and graveled roof references the building's former relationship with the coal railway. 

Importantly, new interventions are deliberately distinguishable from the historic fabric. This allows the building to communicate its own evolution rather than presenting a manufactured version of the past. 

This approach raises an important consideration for future projects: should adaptation seek to conceal change, or should it make the relationship between past and present more explicit?

The value of infrastructure

The Engine House also illustrates why heritage should be considered more broadly than architectural appearance. 

Its significance lies partly in the technology and infrastructure it once supported. The building housed a raised-weight accumulator based on William George Armstrong's pioneering hydraulic technology, providing the constant pressure required to operate dock gates and heavy machinery. Its wrought iron roof structure was itself designed to carry the weight of trains associated with Liverpool's Overhead Railway. 

Such structures provide evidence of how cities operated, as well as how they looked. As contemporary infrastructure evolves, this raises a wider question about what future generations will regard as significant and whether today's functional buildings and systems should form part of tomorrow's heritage.

Making retention possible

Integrating historic fabric into major construction programmes also requires technical ambition. 

At Bramley-Moore Dock, the Engine House was retained within a live stadium construction site, alongside significant works including the infilling of the dock and installation of stadium foundations. A comprehensive 3D survey established the building's condition before construction, while monitoring systems tracked movement, verticality and vibration throughout the works. Detailed structural assessment of the surviving roof beams demonstrated that lightweight new finishes could be introduced without compromising the historic structure. 

This demonstrates that heritage retention is not simply a conservation exercise. It is a multidisciplinary design and engineering challenge, requiring existing structures to be understood in detail and incorporated into the wider development strategy.

Designing with what remains

The strongest regeneration projects do not necessarily distinguish between 'old' and 'new' as opposing conditions. Instead, they allow each to contribute to the identity of the other. 

The Engine House is significant precisely because of its relationship with the stadium around it. Its scale, materiality and history provide a tangible connection to Bramley-Moore Dock's industrial past, while its new use ensures that connection remains relevant to the people who visit the site today. 

As regeneration continues to reshape our cities, the question should therefore move beyond what can be preserved? 

A more productive question may be: what existing buildings, structures and infrastructure can give new development greater meaning, identity and longevity — and how can we design around them rather than simply replacing them? 

The answer will not always be retention. But where existing fabric has the capacity to contribute to the future, giving it a new beginning may be one of the most valuable forms of regeneration.
