Coordinated appraisal and planning strategy guiding land use decisions, estate rationalisation and future development opportunities for the hospital NHS Foundation Trust.


Wirral University Teaching Hospital NHS Foundation Trust appointed us to provide town planning advice to support the future use of its land assets as part of its ambition to amalgamate inefficient services across its estate into a modern healthcare facility. We prepared a planning strategy advice note to guide the Trust’s consideration of future land use and estate rationalisation.
Following this work, we were appointed to promote the Trust's estate through the Local Plan process, seeking the site's release from the Green Belt and allocation for a mixed use development comprising healthcare and residential uses. We managed pre application engagement with the Local Planning Authority and attended the Local Plan Examination in Public as part of the land promotion service.
More recently, we advised the Trust on changes to national planning policy that may provide an alternative route to securing the site allocation. The Trust is now considering its next steps in response to this emerging opportunity.
Identifying land potential and future options
Our Site Appraisal & Capacity Advisory services supported the Trust in understanding the development potential of its land assets and the opportunities created by consolidating inefficient services into a modern healthcare facility. We assessed land disposal opportunities for alternative uses and set out short, medium and long term options for the Trust to consider. This provided a clear evidence base to guide future decisions on estate rationalisation and land value.
