Milton Keynes University Hospital is progressing a major capital investment programme through the New Hospitals Programme, including new Women and Children’s facilities and a surgical block to meet rising regional healthcare demand. We worked with the Trust to define the programme context and establish the strategic parameters required to support long‑term estate transformation.
We undertook a detailed review of the existing campus, assessing site context, transport and clinical networks, land ownership, building condition, energy performance and critical infrastructure. This provided a clear understanding of operational pressures, future capacity requirements and the constraints shaping development options.
Our multidisciplinary team used this evidence to inform the Outline Business Case, building on earlier work that tested consolidation opportunities through area and massing studies aligned with clinical adjacencies. Sustainability and resilience objectives were embedded throughout, ensuring the estate can transition to net zero while maintaining business continuity. By integrating planning, engineering and clinical considerations, we supported the Trust in shaping a deliverable, future‑ready campus strategy.

Accelerating a resilient net zero estate
Our Decarbonisation Strategy advisory services supported the Trust in establishing a clear roadmap for transitioning to a low‑carbon, resilient estate. The challenge centred on aligning net zero ambitions with operational, clinical and capital investment priorities across a growing campus. Through comprehensive estate analysis, scenario modelling and digital twin technology, we provided the insight required to assess options, identify risks and prioritise interventions.
We developed a decision‑making framework capable of responding to evolving funding mechanisms, regulatory requirements and future service demands. This ensured decarbonisation initiatives were integrated with wider estate transformation programmes, including infrastructure investment and new healthcare facilities. Our specialist advisers enabled the Trust to optimise investment decisions, secure external funding and establish a phased, deliverable pathway towards net zero.

Shaping sustainable future mobility
Our Transport Planning advisory services addressed changing travel behaviours, NHS Green Plan requirements and the impact of new clinical facilities. The Trust needed a strategic transport planning framework that aligned mobility, accessibility and carbon reduction objectives across the estate. Through a Transport Assessment and Travel Plan, we provided the evidence base required to inform policy, infrastructure investment and sustainable travel interventions.
Working closely with Milton Keynes City Council, we supported planning requirements while establishing a clear approach to managing future demand and encouraging modal shift. Detailed analysis of travel patterns, site accessibility and development scenarios enabled transport planning to be fully integrated with the Trust’s sustainability commitments. Our work strengthened planning consent, improved accessibility and reduced transport‑related carbon emissions across the campus.
