Multidisciplinary masterplanning strategy enabling the transformation of Swadlincote Town Centre through civic renewal and long-term estate optimisation.


South Derbyshire District Council appointed BDP to develop a masterplan for Swadlincote Town Centre, with particular focus on the Council-owned Civic Site at the western end of the centre. The site is currently occupied by ageing public buildings, including Green Bank Leisure Centre and the Civic Offices, both proposed for relocation to release land for redevelopment and wider regeneration.
The masterplan establishes a framework to reposition the town centre as a more appealing destination, combining high-quality public realm with uses that generate activity throughout the week.
Appointed through a competitive process, we delivered a multidisciplinary advisory approach spanning town planning, transport planning, asset and estate optimisation, housing and workplace strategies and inclusive design. This ensured alignment between spatial planning, accessibility and long-term delivery potential.
A structured engagement strategy informed the work, involving landowners, tenants, local businesses, council officers, elected members and the public, alongside Burton and South Derbyshire College and The National Forest.
Town Planning defined the policy framework, Transport Planning assessed movement requirements and constraints, and civil engineering and utilities informed baseline conditions. Market appraisal and delivery strategy considered viability and implementation alignment.
The masterplan reconfigures the Civic Site into a high-quality mixed-use destination, strengthening the town centre and unlocking long-term regeneration opportunities.
